Aug 20th Voting Holiday

I see that Monday Aug 20th has been made a holiday to encourage people to return home to vote the day before. On these types of holidays, would one normally expect professional offices (e.g., lawyers, doctors, etc.) and embassies to be open for normal work hours? Or should I expect everything closed? In particular, I'm curious about the UK embassy. Thanks in advance for any advice and assistance.

Some businesses are open but government offices are closed. Banks are open as Bank of Thailand said not enough notice was given. That said I think you better call to make sure if it open on that day.
