Trump Scores Major Win As 40-Day Government Shutdown Ends

The U.S. government is set to reopen after 40 days of chaos, flight delays, and frozen food aid — marking a major political victory for Donald Trump and Senate Republicans.

After weeks of deadlock, Senate GOP leaders secured enough Democratic support to advance a House-passed stopgap bill, ending the longest shutdown in decades. The breakthrough comes after tense bipartisan talks led by Senators Angus King, Jeanne Shaheen, and Maggie Hassan, paving the way for a broader funding package later this week.

Under the deal, the Departments of Agriculture, Veterans Affairs, the FDA, and military construction projects will be funded for the full fiscal year, while the rest of the government will receive temporary funding through late January.

Senate Majority Leader John Thune (R–S.D.) said the new legislation will be voted on Sunday, framing the end of the shutdown as a “responsible Republican solution” to Democratic obstruction. To win enough votes, Thune reportedly agreed to a December vote on extending Affordable Care Act (ACA) subsidies, a key Democratic demand.

Democrats, however, were divided. House Minority Leader Hakeem Jeffries slammed the deal, accusing Speaker Mike Johnson of giving Republicans a “seven-week taxpayer-funded vacation” while Americans suffered from delayed paychecks and halted SNAP benefits.

Despite the grumbling, the bill’s passage effectively hands Trump a narrative win, showing Republicans breaking the deadlock and “getting Washington working again” after weeks of gridlock.

Key Takeaways

  • U.S. government to reopen after a record 40-day shutdown, ending weeks of turmoil.

  • Trump and Senate Republicans claim victory after brokering a stopgap deal with Democrats.

  • Funding covers agriculture, veterans, FDA, and military construction, with temporary funding for other agencies until January.

Huh? What is a narrative win? Is that somehow different than a victory and how can the man who is one of the worst negotiators on the planet claim responsibility for this?

Bottom line is that it was the Trump Shutdown that lasted 40 days.

From other news source today, since the link to Express US in the OP, seems to be a dead link.

Late Sunday, the Senate took the first in a series of votes that likely will lead to the government reopening later this week.

The chamber could send its funding package to end the shutdown over to the House of Representatives as soon as Monday (if not then, certainly in the coming days).

  • This week: Proposals to reopen the government will start to work their way through both chambers of Congress.
  • Thanksgiving: Congressional leaders have indicated the shutdown will be over by the holiday. Sunday's agreement made that assertion much more likely.

Yes, this article is premature. It's looking likely that the gubmint will reopen, but with the state of politics are they are nowadays, I wouldn't bet my bottom dollar on it.

And about Trumps win

https://www.usatoday.com/story/news/politics/2025/11/09/government-shutdown-deal-agreement-funding-flight-cuts/87185102007/

in support of the negotiated deal that reverses federal layoffs, promises a vote in the future on expiring Obamacare subsidies, and fully reopens the government through Jan. 30.

What happens next?

Now that some Democrats have signaled new support for reopening the government, Congress has to clear a number of procedural hurdles.

When the new funding deal passes the Senate, which could take several days, the bills will then have to pass the House of Representatives, which hasn't taken a vote in weeks. Lawmakers in the House have been on a 48-hour return notice, so it would likely take several days (barring any travel issues lawmakers might experience) for them to pass any Senate bills.

So in sort, the shutdown hasn't ended yet

Most likely it is an offshoot of the right wing Daily Express

Trump influencers on social media cheered on the shutdown and claimed it would enable Trump to shut down agencies and fire workers permanently. I'd like to know how many programs and offices he shut down and how many government workers lost their jobs permanently.

Ah, here is the answer. Trump failed miserably and along with the Republicans didn't do anything he said he would.

Quote

Kaine represents more than 140,000 federal workers in Virginia and he focused on getting language in the Senate deal to ensure that federal workers who were furloughed during the shutdown get backpay and the more than 4,000 federal employees that the Trump administration attempted to lay off through reductions in force (RIFs) are retained.  https://thehill.com/homenews/senate/5598031-senate-democrats-end-shutdown/

In other words federal workers just got a 40 day paid holiday. What stunning efficiency for the government.

The December vote on ACA credits was the deal that ended the shutdown.
Trump had forty days to agree and didn’t — so what are the chances he will now?

Trump calls it a win, but when the credits go, forty million will be the losers.
And with only a ‘concept of a plan’ and the GOP penchant to end the ACA,
Turns out MAHA was never part of the plan.

And Epstein — soon to be back — also had a forty-day break.
The House will now have the majority to release the Kraken.

Because the Senate Democrats folded and the shutdown the radical left imposed and wanted to continue has been brought to an end.

It has NOT ended, it MAY end in the coming weeks if the house democrats agree. I know reading is not something MAGA does, so I explained it to you. No need to thank me

It has to go to the House where it will pass. No filibuster in the House. Should be open by Thanksgiving Day.

Good the democrats gave up their obstructionism, they were just hurting the little people.

Disgraceful Democrat dithering.

219 Republicans to 213 Democrats in the House + Republicans get the Speaker's vote. 4 Rebulicans would have to vote with the Democrats for this not to pass the House. It could be open in a couple of days. The Democrats do have the right of 60 hrs of argument time in the Senate if they chose to do so which will dely the Bill going to the House. The clean CR now has the numbers to pass the Senate and if there are less than 4 Republican defectors in the House the Bill Passes. I'm expecting 100% yea votes from the House Republicans.
