I see a lot of criminal energy in the comments here, who consider looting normal, and, incidentally, there is no insurance against looting in Thailand.

The goods become the property of the insurance company  after it has paid out   so they are stealing from the insurance company  and how does the insurance recoup the money simply raise prices !!

In most instances I wouldn't call it looting, scavenging would be more accurate.

in a legal and municipal context,

scavenging is widely considered a form of theft.

If it is not yours, and you take it, that is STEALING, THEFT, whatever you want to call it.

Thais do not understand STEALING, THEFT that is one of the reasons this country is so corrupt its in there nature 

Thais think its ok or required to give small gifts or money to government or any official to speed along a service they do not see that as  corruption 

This is perceived as a deeply rooted structural problem that affects various levels of society, from small bribes for convenience to large-scale abuse of power in mega-projects and public procurement. Thailand will Never change always be a corrupt third wold country

Put it plainer  Thais do not think its wrong to steal,  99% given the opportunity would sell there mother if there was money in it ( and i believe some have tried )

That is a blanket statement which is not true, unless it's the folk you have been accustomed too are like that.

My home town in London is more like you describe.........😉

It's a good thing 7/11's don't carry big screen TVs.  They were a popular "emergency item" during Katrina.  Even with no electricity for weeks...

Lordy, but some bar girl/boy must have taken you to the cleaners. Thai people do know that theft is wrong, and 99% of Thais would not sell their mother. 

 

Regarding the 'looting' in Hat Yai, there has been very little, and I would again distinguish between those that might have walked into a store (there are many with windows broken by the flooding) and taking food and water from amongst the flotsam and jetsam, and the criminals who targeted a goods train and stole cases of beer.

would love to know the difference between people waking into a store and taking stuff and  criminals who targeted a goods train  what the people in the store did was looting  and the people on the train did was looting 

definition  of looting  steal goods from (a place)

Many people in Hat Yai had little or no food and water for several days, being hungry and thirsty and rescuing a few items is necessity, breaking into a goods wagon and helping yourself to several cases of beer isn't.

that's what happened in the 7/11  people taking smoke, wine by the bottle  i am afraid i can not see the difference  its theft

But not everyone, those that helped themselves to cigarettes and booze crossed a line, neither are necessities (though addicts might dispute that).

You clearly see everything as either black or white, I see a gradational boundary, so yes there are times when 'theft' can be justified - a natural disaster being one such.

Flooding in Thailand is a yearly disaster  and has never been properly addressed by the government  but this year we are now getting looting there is NO justification for looting  there has been no deaths of starvation nor of thirst  i grant you the response by the government was abysmal, what happened at the 7/11 was opportunity theft  not because of starvation nor of thirst  so there is NO justification of Theft simple as that  and it is not up to me define the Law that is up to a judge  so yes to me the law is black and white as it should be for everyone
