This is an insured commercial property, not a residential dwelling
If my business, i would let the needy take whatever was covered by the insurance
in such difficult times
If there was no liability, i would hand it out to them, 
but that is obviously not possible, as you could be liable
so just let them have at it, as it cannot be sold now anyway

NOTHING is salvageable.
It is ALL flood damaged.

It is not the water, but the bacteria and disease,
they do not just give it a wipe and put it back on the shelf.
They write it ALL off.

If a trash bin is located on private property (e.g., in a person's yard, an apartment complex lot, or behind a business), rummaging through it is generally considered trespassing and theft. The contents are still legally the property of the owner or the waste collection company until collected.

What these people did was THEFT

we are in thailand  that is GUIDELINES from the FDA in the US  NOT THAILAND
