Vietnam Pushes for Faster Phase 2 of Long Thanh Airport

The Vietnamese government is accelerating phase 2 of Long Thanh International Airport, proposing the authority to self-approve the feasibility study to expedite construction. This move, submitted to the National Assembly Standing Committee right after the December 2 parliamentary session, aims to advance timelines for the airport poised to become the main international hub, replacing Tan Son Nhat in Ho Chi Minh City.

 

Historically, the 2014 Law on Public Investment allowed the Prime Minister to approve significant national projects without further National Assembly oversight. However, Long Thanh Airport's considerable scale necessitated separate reviews for each phase. Officials argue that past precedent—where the National Assembly allowed adjustments for phase 1—sets a legal and sensible foundation for a similar approach to phase 2, aligning with broader decentralization goals.

 

Phase 2 encompasses a third runway, a second terminal for 25 million passengers annually, and additional facilities, with Airports Corporation of Vietnam leading its essential components. Originally planned for 2028–2032, phase 2 timelines are being reconsidered as economic growth and air-travel demand swiftly outpace earlier estimates.

 

Contractors might save resources by utilizing personnel and equipment from phase 1, potentially cutting costs and minimizing environmental impacts. Influential bodies like the Party Central Committee and the National Assembly encourage early preparation for phase 2, aligning with broader infrastructure strategies. A National Assembly Committee review endorsed the proposal, emphasizing accountability for phase 2's progress, quality, and effectiveness.

 

Long Thanh Airport, situated in Dong Nai Province near Ho Chi Minh City, spans 5,000 hectares with investments reaching VND337 trillion ($12.78 billion). Currently, phase 1's runway and taxiway network are complete, and terminal construction is progressing with roof and glass installations. Approximately 14,000 workers and 3,000 pieces of equipment are engaged, aiming for substantial completion by late 2025, reported VN Express.
