Hanoi is set to implement restrictions on gasoline motorbikes, introducing subsidies and infrastructure to facilitate a shift to electric motorbikes by July 2026. The initiative aims to address heavy traffic congestion and significant air pollution, with emissions from road transport accounting for up to 74% of the city's pollution.

 

The transition plan was discussed at a policy forum on December 9, where officials outlined subsidies for residents purchasing electric motorbikes. General subsidies cover 20% of the purchase price, up to VND5 million ($190). Low-income households could receive up to 100% subsidy, providing substantial support for poorer families. Additionally, the government offers a 30% interest subsidy on installment loans, lower registration fees, and free sidewalk space for companies operating electric vehicles.

 

To accommodate the anticipated increase in electric vehicle use, Hanoi plans to establish a comprehensive charging network. This includes 50% support for site clearance, free land rent for public charging stations for five years, and ensuring that by 2030, a significant portion of parking areas within Ring Road 3 and new developments feature EV chargers.

 

Efforts to enhance public transport are also in progress. The city is introducing mini electric buses and expanding vehicle-sharing programs. By December 2025, the public bike-share system will have 500 electric bicycles, with a goal of 5,000 by 2026. Initiatives also target students and industrial park workers with broader public transport access.

 

In apartment settings, authorities will coordinate with management to create designated charging and parking zones for electric vehicles. This is part of a strategy to integrate the growing number of vehicles, while adhering to strict fire-safety standards in high-rise complexes.

 

Currently, over eight million vehicles operate in Hanoi, including 6.9 million motorbikes, alongside 1.2 million from other provinces. The transition to electric vehicles seeks to mitigate environmental impacts and modernize transportation infrastructure across the capital, reported VN Express.
