Normally the elevator stops safely and immediately (often with a slight jerk) wherever it is.

Electromagnetic brakes engage automatically when power is lost—these are spring-loaded and held open by electricity, so they clamp shut without power, gripping the rails to hold the cab in place.

It won't plummet due to gravity; multiple redundant safeties (including overspeed governors and buffer shocks at the bottom) exist as backups.

University of Manchester down town, getting stuck in the elevator was common it happened many times every day. People would overload it and as long as you were moving between the upper floors it was OK but at the lower levels there was too much cable stretch and it would not line up with the floor allowing the doors to open. They had some way of manually raising it till it lined up and the door opened. "Stuck in the lift " was a common excuse for being late anywhere.

'Experts'?  They've been saying that for the last 23 years that I know of.  I never get into a lift here without a certain trepidation.

Translation:  They need to do more than paying the inspector for the certificate.

Perhaps you are thinking about fire recall mode, which requires power.

 

If a lift has no power and no brakes then it will tend to overspeed.

 

What most people don't realise is that in the majority of instances the lift would overspeed upwards, and stop at the top of the lift shaft.

I'm afraid I have to apologize, I was in the lift last night and there is a certificate I never noticed it before it was high up on the lift wall in the corner,

And right on cue the lift has now failed. Management are blaming the holidays for the lack of fixing but I suspect most likely it is the lack of a valid service contract that is hindering progress. I'm sure the walk up and down the stairs will be beneficial to my health (or finish me off).
