A 19-year-old woman visiting Pattaya for the first time reported a shocking incident after encountering a homeless man committing an indecent act in public on Pattaya Beach, causing distress among nearby tourists. The incident, which occurred late at night in a busy area, prompted an immediate police response and raised concerns about public safety and the city’s tourism image.

The woman, who travelled from Sakon Nakhon province with friends, said she had expected a relaxing seaside break but instead experienced fear and alarm. She described the behaviour as inappropriate and intimidating, particularly given the presence of other visitors in the area.

According to the report, the incident took place at 22.40 on 25 January. The location was Pattaya Beach opposite a well-known hotel near Soi 6 along the beach in Chonburi province.

The suspect was described as a homeless man lying on a mat on the beach. Witnesses said he carried out an indecent act, masturbating openly in front of the public, showing no concern for Thai or foreign tourists walking past or groups seated on beach chairs nearby.

The woman, who asked to be identified only by her nickname “Yogurt”, provided video clips of the incident to reporters as evidence. The footage shows the man lying on the beach and committing the act openly among large numbers of people, which she said caused widespread discomfort and anxiety.

Yogurt said the man was positioned close to where her group was sitting and appeared to move closer to nearby women. She stated that his actions seemed deliberate and intended to be seen, which made her and others feel unsafe. She contacted police immediately after witnessing the incident.

Officers later arrived at the scene and escorted the man away from the area, bringing the immediate situation under control. The woman said such incidents should not occur in a major tourist destination, especially in areas frequented by families and children. She warned that failing to address the issue could lead to more serious harm or incidents in the future.

She called on relevant authorities to take urgent action to manage and regulate homeless individuals who display inappropriate behaviour in public spaces. The aim, she said, should be to restore confidence and protect Pattaya’s reputation as an international tourist city.

I do not understand how a homeless man pleasuring himself would make her feel 'unsafe'. If she was truly concerned, she could just move away, rather than staying to record the proceedings!

I am not condoning his actions - but this does seem to be more of an attention grab by the 'victim'.

In my opinion this guy should be banned from Asean Now.

Here comes all the moronic takes about Pattaya's image. The more ironic part is that Thailands view on it is very liberal in a Western sense. Do as you want between consenting adults in your bedroom.

Then these hyprocrites try to equate consenting adults in bedrooms with sex in public.

Most of these posters are stuck in 1990 anyway. Pattaya is a bright modern city now and there really is more for families to do there than there is for grubby old mongers. Who were all priced out of there by 2012.
