This supports what I've written. Charles River is buying it because the regulatory requirements for NHP research are so high that, if they want to continue to use macaques, they need to buy their supplier to ensure the controls are in place so that their research will be funded and accepted. Most NHP researchers need to know absolutely everything about each macaque - including its genealogy and what it eats, how it was raised, etc...

In Bali some of the well-to-do Balanese keep big monkeys and one escaped and was roaming around Kerabokan.

We didn't see it and it came up behind and jumped on my wife's leg. Was a shock as she didn't know what had happened so she freaked out and kicked like mad and it sunk it's fangs in. Nasty few bites.

Then the Rabies shots over the next months.

Indeed. Cambodia was in the spotlight for all the wrong reasons on this topic back at end of 2022.

The eight-count indictment charges two officials of the Cambodian Forestry Administration, Ministry of Agriculture, Forestry and Fisheries; the owner/founder of a major primate supply organization and its general manager; and four of its employees with smuggling and conspiracy to violate the Lacey Act and the Endangered Species Act. The defendants facing these felony charges are:

  • Omaliss Keo, 58, of Phnom Penh, Cambodia, Director General of the Cambodian Forestry Administration, Ministry of Agriculture, Forestry and Fisheries

  • Masphal Kry, 46, of Phnom Penh, Cambodia, Deputy Director of the Department of Wildlife and Biodiversity for the Cambodian Forestry Administration, Ministry of Agriculture, Forestry and Fisheries

However, as far as I am aware, neither of the Cambodian officials actually suffered any penalties in the US.

That's true for most of these well meaning treaties. There are no teeth, thus no real world consequences. Do what you want to do and later, if the need arises, ask for forgiveness. Seeking permission is a fool's errand. A case in point is the imbecile retirees who try to get a tax number to pay taxes that aren't due, but I digress.
