Keir Starmer is facing mounting criticism after refusing to release all documents linked to Prince Andrew’s appointment and tenure as a government trade envoy.

Downing Street has confirmed that while significant material will be published, certain files will remain classified on the grounds that disclosure could undermine ongoing criminal investigations. Officials argue that releasing sensitive documents could prejudice detectives pursuing misconduct allegations.

Parliamentary Push for Transparency

The row escalated after the Liberal Democrats used a rare “humble address” procedure to demand full access to all papers relating to Andrew Mountbatten-Windsor’s decade-long trade envoy role beginning in 2001.

The motion received backing from the Conservative Party and Reform UK MPs, while Labour did not formally oppose it. Trade minister Chris Bryant signalled that although large tranches would be released, some material must remain confidential to protect investigative “integrity.”

Claims Process Is ‘Not Independent’

Ministers have said the Intelligence and Security Committee (ISC) will independently assess what should be redacted before publication. However, critics point out that if disagreements arise, the Cabinet retains the final say over what is withheld.

A former senior civil servant described the arrangement as lacking genuine independence, arguing the ISC remains reliant on Cabinet Office resources and staff who ultimately answer to ministers.

Police Searches and Arrests

The controversy comes amid an active police investigation. Thames Valley Police recently arrested the former duke on allegations of misconduct in public office before releasing him following questioning.

Officers confirmed searches of Royal Lodge in Berkshire and Wood Farm in Norfolk have now concluded. Assistant Chief Constable Oliver Wright said the Berkshire search activity had been completed.

Separately, Lord Mandelson was also detained over related allegations before being released.

Epstein File Allegations

Investigators are reportedly examining claims emerging from the document cache tied to convicted sex offender Jeffrey Epstein. Allegations suggest that during his trade envoy years, Andrew may have shared sensitive government correspondence with Epstein — claims that remain under scrutiny.

Sir Ed Davey, leader of the Liberal Democrats, told MPs that the “appalling crimes” linked to Epstein demand transparency and accountability, praising the Speaker’s decision to allow robust Commons criticism of the former royal.

Possible Long-Term Secrecy

Reports suggest some electronic communications may remain sealed for the duration of any police investigation or potential prosecution — potentially delaying full disclosure for years.

Officials acknowledge that gathering all relevant material, some of which dates back 25 years and may exist only in hard copy, will take significant time.

With tensions rising in Parliament, critics warn that heavy redactions or prolonged delays could reinforce perceptions that the Government is managing the fallout rather than delivering full transparency.

However, it should come with a caveat that ALL files (that don't breach national security) should be released after conviction.

George Osborne, the then chancellor, said: “We have confidence in him doing the job and we think he’s done a good job in recent years. He’s promoted British exports. What we want is everyone promoting British exports at the minute and Prince Andrew has done that.”
