Cambodia has approved 467 investment projects worth more than $8.18 billion in Sihanoukville since 2024, part of a sweeping effort to revive the coastal city’s stalled developments and restore investor confidence.

The Investment Promotion Working Group, chaired by Hean Sahib, confirmed this week that the projects include unfinished buildings, new industrial parks, animal feed factories and multi‑functional real estate ventures. Together, they are expected to create over 55,000 jobs. An additional 18 projects worth $144 million are currently under review.

The government has extended its Special Investment Promotion Programme in Sihanoukville until 2027, introducing measures to boost domestic investment, encourage the use of local products, and strengthen workforce skills through training and technology transfer.

Sahib urged developers of unfinished buildings to join resolution mechanisms designed to restart or repurpose stalled projects, while calling on businesses to support local supply chains. Officials say the coordinated approach has already yielded tangible results, with inter‑ministerial collaboration helping to attract both domestic and foreign investors.

The initiative was first launched in 2024 by Prime Minister Hun Manet to tackle the city’s reputation for abandoned construction sites and crime. Analysts note that restoring Sihanoukville’s image—once marred by drug trafficking and illegal gambling—remains crucial to sustaining recovery.

With extended tax exemptions and incentives now in place, Cambodia hopes to transform Sihanoukville from a symbol of unfinished ambition into a dynamic economic hub. The latest approvals suggest the city may finally be turning a corner, moving from stagnation toward renewed growth and diversification.
