Agreed there is no difference in penalties.
The real difference isn't the law—it's the politics.

No video means the media gets no short clips of a witness under pressure, showing body language, or contradicting themselves.
No oath allows a witness to later argue they thought it was an informal setting or minimize the seriousness of the exchange if challenged later.

The legal teeth are the same, but doing it without cameras and without an oath gives a witness a significant layer of protection against public accountability.
