you can send an application by post - but she have to pick it up personally. If the embassy is far away than there should be a consulate closer by and she can go there

She lives in phetchabun, so bkk is around 4 hours away.

We will be in bkk soon, but only awaiting for the passport, so if she can apply by post then it gives us an extra 3 days without waiting about for her passport.
