Surely a couple of suitcases would be well under the normal minimum charge of 1 cu.m. / 1 tonne?

There must be a better way? Unaccompanied baggage?

That could be an alternative as well.

Depending on the weight and volume, as a rule of thumb anything below 50 kg is cheaper by parcel service, above that a freight forwarder is more competitive. Because of the easier handling of airfreight and in many cases the closer proximity to an airport than a seaport, airfreight is more reasonable for consignments of 50 to 100 kg...those are ballpark figures, it depends on the individual routing!
