64 Vespa No Book, No Plates .... How To Register?

I found the 1964 Vespa I want to buy from and individual, but as many others it has "No BOOK", plates, or papers. Since there are so many for sale like this there must be a way to buy and register it legally or make it legal, or I guess maybe "legal-ish?"

I'm a farung in Pattaya and have purchased a second hand bike through a dealer a few months back, went to immigration and filled out the papers to buy a bike, and got a Red book a month after the sale from the dealer. I have no idea what the difference is.

Hardly legal (you can tax it, but never change the name, forged style book) about 20k..

Recycled book... Probably 30+ k (this is a dead similar bike and have frame numbers modified) these can come back to bite you but if lucky you can slip it into the system and resell..

Legit book.. Probably costs a LOT more than the bike can be bought for.

Those prices were about right on 250 - 400cc bikes.. Dont know if you can get away with less on a vespa.

Well non legal registrations will obviously not have a fixed list of checkpoints on what to do.. And legal options make no financial sense on a machine the value of the vespa (think 30k just for the emissions test if it passes or fails).
