2 points - can you claim, and does it effect ncb?

Yes to both !

You can claim for a broken w/screen and yes you will loose your NCB - unless you can prove someone else smashed it and a claim was sent to them.

I'm with Safety Insurance company and i've claimed twice in the last 6 years (2 different cars) and on both occasions they've replaced my windscreen without affecting my NCB. I didn't have to prove anything, just showed them the crack and they gave me a paper to give to the windscreen company.
