You have a problem with your browser cache or your provider caching server.

clear out all files in internet options --delete files

if that doesn't work contact your isp.

I've deleted my temp internet files, logged off and logged back in, and re-booted. I can change to a static gif and see the change but any animated gif I choose shows up as the old spinning head dude on my end.
