My wife's best girlfriend called tonight, saying that she's getting married to her Swedish boyfriend but they have some questions. What paperwork does the guy have to furnish so they can do the deed at the local Amphur? I know that Brits (and most others) need an affidavit of freedom to marry to be notarised by their local embassy, translated and then submitted to some government office in Bangkok for final approval.

Not quite correct.

The freedom to marry affidavit is "approved" by the farang national's embassy. Fee payable.

That "approved" letter is then translated into Thai, that translation is certified and a "true translation" by an approved translation service (Approved Translater registered and trusted by Thai Ministry of Foriegn Affairs). That Thai translation is then send to Thai Ministry of Foriegn Affairs to get a stamp to say 'yes this is OK'. This can be walked around your self or use an agency - fees are about 2,500 Baht.

Take that to local Gov, office with copy of your passport main page - sign one piece of paper, pay a fee of 50 Baht. That's it.

If the bride is taking her husband's name - you can do that paperwork at the same time - cost is 20 Baht and a new ID is issued on the spot.

You get two copies of the marriage certificate and two copies of the name change certificate, then go off and do Passports etc etc.
