For Bangkok registered cars, can this be done only at the Dept Land Transport in Chatujak or are other places possible? What documents if any need to be produced, how long does it take and how much baht for a family car?

I read a couple days back that there are around 16 million Thai cars with expired road tax so I am not expecting too many answers:(
