If my mate comes in on a double entry tourist visa he will get 60 days and then he has to go to the border for his first re-entry - will he then only get 15 days if he does this by land instead of air?

He will get 60 days. The 15 days is only if you do not have a visa.

Before going to the border he can go to immigration and get a 30 day extension for 1900 baht.
