I have about 20m of a low wood-framed glass rail around the perimeter of my roof.

The wood frame is very simple - hardwood (2x4s) with a rabbit cut (similar to a door jamb) on the inside to hold the glass, with small trim strips nailed in to hold the glass in place. This construction also makes it easy to replace the glass, if necessary - just pull off the trim strips, replace the glass, and nail them back on.

The frames are set into concrete posts up to about 3 meters apart, making the whole rail very sturdy.

I assume you will be using safety glass, otherwise if something breaks the downstairs neighbours/whatever are in for what could be a nasty thing....

tempered glass is stronger than ordinary glass. laminated glass breaks into very small pieces, not hurting anyone. used in car windshields.

Do you know of any shop in Phuket that sell/ install tempered glass?

Chalong Glass and aluminum. Chao fa east road, half a mile after Land&House main gate, right side going towards town. Even done glass floors.

Should be laminated too, to avoid broken glass cut peoples head off.
