I am visiting these two cities for four days later this month. what are the best sites to visit? How about crossing over to Burma or Laos from here? possible Visa Run as well?

To Burma for a visa run is no problem. Mae Sai Immigration is a couple kilometers from the Myanmar border (Tachileik). Get a songtaew or motorcycle taxi from the bus stop, tell them you are going for a visa run, they know the drill and will take you to immigration to get an exit stamp, and then drive you to the border where you will need to pay $5 (US currency last report I got) as an entry fee. After this you can either obtain a border pass which allows you to enter the town of Tachileik (just the town) or turn around and cross back into Thailand and get a new stamp. You need proof of funds (20000 Baht) to get a new visa.

There's some nice views travelling through the mountains near Mae Sai, and good shopping especially on the Thai side.

In Chaing Mai there's lots to do but I don't know what you're into. Are you trying to travel on a tight budget, or looking for temples, or shows, or just hanging out?

I'm not travelling on that tight a budget. I am mostly interested in things historic and things involving Thai Culture
