Ive been offered a car to hire but was just wondering what document I should check for when I collect it?

Is it only the Insurance document i need to check?

From a road legal point of view ....

1) valid number plate

2) valid & indate tax disc

3) valid & indate insurance certificate.

From the person renting point of view...

What does the insurance cover, what responsibility does the owner bear, and what responsibility does the rentor/driver bear.

OK Cool

I am assuming that licence plates have the valid date on them like they do in the states?

No, no date on the plate. By valid I mean that it matches the tax disc & insurance papers.

First thing check if the cars VIN number (chassis number) matches reg book, tax sticker and Insurance policy.

Then agree on what happens if the car is damaged or stolen. Or tecnical malfunction.

Before you leave, take pictures with date of any damage prior to rental.

If you want to go safe, go Budget, Avis, Thai rent a car or any large company.

A rental car should have a rental insurance policy.

Make sure the rental company has paid their commercial insurance and it's first class, also what they write on the hire contract matches the car you are renting signed and dated and keep a copy of the agreement don't lose it. you may need it.

The reason I tell you this, is a client of my wife's was hiring cars for 6 months from a car rental company in Phuket town and over the 6 months had different cars and one day he have accident which was his fault only to find out that the car rental company didn't have insurance and the the mini van involved in the accident also had no insurance.

So be careful.

OK, so in order to make this car rental reservation I have to pay the following:

** The confirmation reserved by 50% of total amount by money transfer to bank account as following.

and another 50% payable on date received the cars.

14,000+20,000 THB. = 34,000

50% Total amount = 17,000 baht

Is that normal for making a car rental? Seems a little risky from my point of view....

Personally I would pay nothing up front until I actually inspected the vehicle & paperwork. Plenty of places to hire a car on Phuket Island. Would you care to share how much are you paying per day, and what type of vehicle ??

Depends if you are dealing with a reputable car hire company with some sort of business record. If not, then forget it..
