The only thing you can try is change providers.

There's 3 operators in Bangkok, One2Call (AIS), Happy Dprompt (Dtac) and True Move.

They all have very cheap simcards (50 Baht or so), so no big loss if one doesn't work properly, just throw it away!

Skype voice will always be iffy on Edge, download tends to be fast enough for good quality voice, but the upload speed is often insufficient.

Resulting in you hearing the other side OK, but they hear you badly or broken up...

is the edge connection too slow, not your modem. I've also tried to use skype on my mobile (what a waste of money, bought the dam_n thing only for skype) and doesn't work. I guess edge can't go over 200kbps, which is not enough. Maybe the 3G will be implemented soon.
