I read that a Thai person can get a Tourist visa for Dubai (UAE) but the Visa must be sponsored by hotels and tour operators. What exactly does this mean? Can this be got on arrival?

no, a visa on arrival is not available to a Thai citizen.

You need to book (usually) a minimum 3 night stay with a hotel. The hotel will then begin the organising the visa for you - for a fee.

The easiest way to get a visa though is to fly Emirates to the UAE. Their office on Asoke can usually organise one for the Thai national flying with them.

Remember, the final descision on the visa is made my the immigration department in Dubai, not the airline or hotel. As always, if the applicant is a Thai female, the process can be quite stringent, and proof they will return to the country is needed.
