Ban swimming pools, golf courses. :)

Golf courses? Hmmmmmmmmmmm absolutely, the amount of water they use is phenomenal & for what or whom?

Swimming pools? Hmmmmmmmmmmm no, well looked after, they are a plus, don't need daily irrigation.
