Does anyone know the cheapest and most effective way for an expat to learn to drive in Thailand?

I agree, whichever 'driving school' taught you here would practically guarantee you a failure in any other country.

You'd be better off getting the basics of steering in a parking lot by yourself and then going for some proper training in your own country.

Even the law itself doesn't make sense here: did you know that according to the law here, whenever you pass a car you should blow your horn to signal your intention to pass ? Probably never enforced along with 95% of the other laws, but I had to shake my head when I read it in black and white.

In Thailand its a case of he who dare,s and you literley take your life in your own hands when you sit behind the wheel , You have to drive agressivley and forcefully to get anywhere , Very bad habits are the norm so no good for your home country :)
