I will be teaching at an international school near Pattaya for the next two years at least. I want to bring my Filipina fiance to visit, and then to live with me as my wife on a 'permanent' basis. Any information on how I go about this is appreciated. Thanks so much for your help!

She can visit Thailand for 30 days with an onward ticket and sufficient funds with her.

You do not say intent is to marry. If you obtain an official marriage and you have legal status here she should be able to obtain a non immigrant visa to live with you for that period.

I do indeed plan on marrying this lady. Will I need to have her non-immigrant visa arranged ahead of time, or can this be done at the immigration office in Pattaya once she arrives on a tourist visa?

Do not believe you can arrange. You are or you are not married and that is it. The 30 day entry is not a visa so it probably could not be changed and she would have to exit Thailand to obtain the non immigration visa after marriage. She might be well served to obtain an official tourist visa from Thai Consulate in PI prior to travel (if possible) as that might have a much better chance of being converted inside Thailand.

Get at least a 60 day tourist visa for her, and convert it once you marry. The 30 permit is not capable of being changed.
