Is immigration overlooking overstay now because of the bkk mess? Are tourists allowed to overstay without penalty?

Overstay during the period 17-24 as far as I know - but you must leave before or appear for extension on Monday the 24th to take advantage of it.

My visa runs out on 24th. So can I get a free extension on the 24th at immigration office?

As I understand the situation people who would have been required to visit Immigration during the period when the office has been closed must do so on the day the office reopens. Whenever I have been to this office there has always been plenty of people requiring service. I would have thought more leeway could have been afforded otherwise there is going to be a huge crowd out there on Monday and, theoretically, back to normal on Tuesday.
