Came across these power cables on fire yesterday, often wondered about the safety of them, the guys from the MEA seemed pretty used to dealing with them and it didn't even cause the police any problem, they continued to shake down motorcyclists just up the road.

There's an installation like that in front of my MIL's house...

Nothing astounds me with electrical installations in Thailand.

From certain 'readily available' PEA documents, they haven't got much of a clue of what they are doing.

I think the transformers are oil filled. They get hot, oil self ignites, or leaks onto hot wires and presto, fire.

Stay clear of them, even after the fire is out. The older transformers are likely full of PCBs.
