Just wondering if the following are allowed after entering the UK on the above visa:

travel to EU countries without visiting Embassies for visas?

employment?

NHS registration and/or benefit applications?

driving test?

free college courses?

opening a bank account?

ILE is the same as ILR except that it is issued outside he UK whilst ILR is issued inside.

Holders of permanent residence in an EEA country do not need a visa to travel to other EEA countries, but there can be confusion as to whether indefinite leave is the same as permament leave. So it's a good idea to obtain a Schengen visa just to be sure.

The rest of the items on your list are available to holders of both ILE and ILR; provided they show that they qualify for any claimed benefits in the same way that a British citizen has to.

Apart from claiming benefits and free college courses, these are also available to those holding a 27 month settlement visa.

Holders of a 27 month settlement visas are only treated as foreign students (and therefore charged as such for their college course) for the first twelve months that they're in the UK. after that they're treated as British students and pay the same rate as a UK citizen. Colleges can set their own rats so any charges will vary from college to college. At our local college there is a charge for all students, even after the first year, for ESOL courses but that is 'means tested' so if you qualify it can be free.
