We already plan on sending her flash cards, letting the airline know that she does not speak English, and perhaps calling CBP as well. It seems like a longshot, but I figured I would check and see if anyone who speaks both Thai and English plans on flying into Chicago from BKK in October of this year. Let me know. Thanks!

She'll need to fill out a couple of forms prior to arrival, the I-94 and the Customs form. Do a google for these then print out blank forms for her to take along. She can use these as samples.

Attached are samples of the two forms. You should fill them out for her. Then when she gets the actual forms on the plane, she can, hopefully, complete them herself in English.
