Any ideas/suggestions on what is causing this error and how to fix it?

This is just a suggestion.,

THe user may be on a banned list

The IP the user is using may be on a banned list or spam list.

IPs are generally shared so if a past user of the ip has done something it could get banned automaticly.

More definite replies may come from the tech staff/

The fact is that there is something very sadly wrong with the new software upgrade. I signed in with Facebook and then twitter and then the normal sign in. in all cases i could not view new content. I closed down then signed in again and still had to sign in again to reply to this post.

I have followed all the suggestions form the forum support, but still the problem persists. I also get a minimum of 10 emails a day for posts that I have not subscribed to, but get none for the posts that I have subscribed to, even if they are posts that I have started myself.

Hope that you can work this out because it is becoming a bind.
