Try Platinum Mall (next to Panthip plaza). They have a huge range of clothing. Although I can't help with a definitive answer, yesterday I was there to pick up some 'halloween kit', there surely must be some straw cowboy hats there.

Got mine at a bike week exhibition, there is some strange connection between Thai Bikers and the Cowboys and Indian thing.

Just 100 baht I think
