My niece is coming to Thailand next month and I asked her to bring over some lemon seeds which I want to plant in our garden. She was wondering if it was illegal, I assumed it wouldn't be if they were in a sealed packet but I wonder if anyone can shed some light on this issue?

I have had seeds sent to me from UK - outside of packet marked "Seeds" and no problem.

I believe that there is only a problem with plants (need a health certificate)

Don't quote me on this, you can never be sure. This is Thailand after all.

If she is concerned, get her to post them to you, customs will confiscate them if they don't like it.

I have seen the list of plants and fruit requiring certificates and there was no mention of seeds needing to be declared. If you are concerned and need confirmation, contact the Agricultural Regulatory Division in Bangkok.
