Still comes up as "validating". Tell them to be sure to follow the instructions in the validation email. If that's been done have them log off, clear their cache and log back in again.

Fixed, I have manually activated the account. The member used a fake email address, which we could not verify, that was the reason for the problems. Ask him her to change to a real email address in the forum control panel, and then activate the account again.
