When before leaving the country I set my AIS SIM to 'roaming' via 0871777015 can Thais send me text messages for the normal rate ? This works with Philippine SIM cards but no experience with Thai SIMs.

Yes. They would pay whatever their current plan charges for a domestic mobile originated SMS. If you reply you will pay a higher per SMS charge than your plan calls for; this varies by country: UK, 12 baht/SMS , US: 20 baht/SMS.

You can enable international roaming via 1175, or eServices.

You could originate an SMS in a foreign country by using eServices for 1 baht/SMS. This of course requires a PC and internet access.
