Which Embassy/consulate Most Visa Cooperative?

Flying out to start the visa process for retirement. Have heard good things about Penang - but little to nothing about KL. Any experience on this board with either place?

Also curious - for planning my flights - is this a submit the visa in the afternoon one day and pick it up the next morning (or vice versa) thing? Or is it an in and out in an hour thing?

The Thai Consulates (eg Penang) is more easygoing than the Thai Embassies (KL) generally.

In Penang you submit in the morning and picks up after lunch the following day.

English is widely spoken over there. In fact it is their " second language ".

Official language is Malay ( Bahasa Melayu ). Chinese is also widely spoken over there.
