Government goes ahead with plan to establish 'Suvarnabhumi Nakhon'

BANGKOK: -- The government is forging ahead with its initiative to establish a special administrative zone centred at the Suvarnabhumi Airport, Bangkok's new international airport, and covering adjacent areas.

Prime Minister Thaksin Shinawatra, who returned from a five-nation European tour on Sunday, is scheduled to chair a meeting of agencies concerned at the airport on Monday to discuss the plan.

Under the initiative, the Thai government wants to turn areas surrounding the Suvarnabhumi Airport into a small town, called the 'Suvarnabhumi Nakhon'.

Detailed development of the new urban administrative zone will be discussed and finalized by the agencies concerned.

The prime minister believes the Bangkok's new international airport will open for commercial purposes by mid 2006.

The airport is located at Nong Ngu Hao area, near Bangna here and adjacent to the famous eastern resort city of Pattaya in Chonburi Province

Thailand to establish 77th province around new Bangkok international airport

BANGKOK: -- Thailand plans to establish a new province around the second international airport for Bangkok that is to open next year, a senior official said Monday.

The province, to named Suvarnabhumi after Suvarnabhumi Airport, will be the country's 77th, though it will be established as a special administrative zone, said Deputy Interior Minister Somchai Sunthornvut.

The new airport, scheduled to begin operating in June next year, is situated on parts of two existing provinces, Bangkok and Samut Prakarn. It is located 45 kilometers (28 miles) east of metropolitan Bangkok.

One of the reasons for establishing the new province was to avoid the problems of having the airport under two separate provincial administrations, Somchai said at a news conference after a meeting of ministry meetings.

"Suvarnabhumi province is as big as Singapore but it will be more modern than Singapore with a special administration team ... to run the new city and the airport," Somchai said.

The new airport, which took four decades to move from conception to construction, is located in an area called Nong Ngu Hao, or "Cobra Swamp," where villagers used to catch cobras and net fish for their livelihood.

Well, does this mean yet more bureaucratic costs and 'jobs for the favoured ones'?

What is the purpose of yet another tier of government in what would appear to be a very small area of the country?

Back in the UK they are busy trying to create unitary authorities from the old two, and even three tier systems of local government (2 tier - city council + county council; 3 tier - parish council (village) + district council + county council)! The idea, so proponents say, is that it creates greater accountability if there is only one authority controlling and running services!

No doubt Mr. T has his reasons, political or otherwise!

Mr. T's wife has been buying up land at a rapid pace in the new airport area for the past 4 years....

Should be no suprise to anyone that a new province is to be ceated in order to inflate the land price in that area to astronomical levels....

Only surpise is that its not going to be called "Thaksin Nakhon"

There will be a great deal of planning and infrastructure needed as the

new airport ramps up, and a separate administration does make sense.

It should have been set up 5 years ago.

with sad eyes I see how this polical country is making sure poor people are getting poorer and the rich richer... thus dividing this wonderfull country in a very status divided region where it is normal to look down at the poor as it is their fault ... gov money is not meant to be spend on roads in ISAAN (washed away by the rain and the overloaded trucks) but to be invested in something that has a lot of face ...

I am sorry to be that dark but I am a poor farang supporting an even poorer family in Isaan ... and it makes me think every day when I see how prices are "manipulated", how much money is drained into wide open pockets and only one group will pay the price ...

foreign investment already sees TH as potentially a liability but the actions taken will not create the stability to attract the high tech industry... and that is a pity as the people I meet coming from the technical universities can easily complete with any graduate from US (excluding the money heavy ones such as MIT and simular).

maybe the gov's PR is not correct and many good things are happening in the background but everything is now geared to show "face" instead of "results" while making sure the big money is safe in the hands of the handfull trusties ...

maybe Mr T should go to watch Belgium with its federal states serving 10M people and supporting 4 governments ... talking about spending $ ... or maybe we should advice the Belgian Prime Minister to talk with Mr T to solve their problem with their local airport and create a new "state"

it's so far away. 45km from edge of city and then trying to get past bkk traffic. time time time down the drain for the people that actually use the airport.

hope they put in a fast fast safe mass transit that connects with extended sky train as i'm sure bkk traffic will only get slower and slower as car numbers rise over the years. Lots of money to be made there with backhanders for themselves.

I am surprised that Shinwat has not yet announced his intentions to move the capital to his new proposed city-state. There is certainly precedent as Phibul once thought about moving the capital, and the Emerald Buddha along with it of course. Is Toxin all that different?

Below is quoted from The Origin and Significance of the Emerald Buddha by Eric Roeder published in the academic journal Explorations in Southeast Asian Studies in the fall of 1999:

"At the beginning of World War II, Phibun believed that Japan would emerge victorious at war's end. Thus, on December 14, 1942, he signed a secret agreement with the Japanese, committing Thai troops to Burma.[37] Judith Stowe writes that on December 21, matters were taken a step further by the conclusion of a formal treaty of alliance between the two Buddhist countries: "To emphasize its solemn and binding nature, the treaty was signed by Phibun and Tsubokami in front of the Emerald Buddha, considered the most sacred object in the whole of Thailand."[38]

By 1944, Phibun's campaign to urge people in Bangkok to leave the area drew suspicions that Phibun was deliberately abandoning the capital founded by the Chakri dynasty to promote his own royal ambitions. Indeed, Phibun drew up bills to have the capital moved to Petchaboon and construct a new Buddhist city at Saraburi, the place of his birth. Yet government officials were reluctant to move to Petchaboon because of its lack of infrastructure. Electricity, potable water supplies, stores, and telephones were non-existent, and the road to the site was still unfinished. According to Stowe, "The valley up which Petchaboon was situated was so insalubrious and inhospitable that thousands of conscript workers were dying of malaria, inadequate health care, and lack of food."[39] Yet Phibun remained undaunted by the mounting problems and loss of human life attributed to his project. This is the pure truth, this zone will have all kinds of benefits, and the value will double over night. If you would like to see a preliminary sketch of the area it will encompass, just draw a big circle around the airport and all the land Mrs. T owns.

Politicians in America are crooks also, but at least they make some effort to conceal when they are ripping off the public. It seems like if you are a Thai politician you gain more face the more blatantly you steal from the masses.

Mrs. T isn't the only one. In fact, I'd say that there are many many more Muslim Thai land barons that will benefit from this one who got in at ground level decades ago. A lot of commoners, myself included, will benefit from increased property values (especially when the new zoning plans come out) in this area. Heck, I think even Bangkok Phil from ajarn.com owns property out there.

I subscribe to the belief that the unrest in the South is nor religous but economic. The Muslim heavies are just seeking a bigger slice of the corruption pie. If they do own a big slice of the province, this windfall might placate them enough to call off their insurgent army. Expect big money to move quietly soon, and a sea-change in the tone of the sermons in the mosques in a few months.

SUVANABHUMI AREA WILL BECOME A SPECIAL ADMINISTRATIVE ZONE, AND NOT A 77TH PROVINCE

Deputy Prime Minister Wisanu Krua_Ngarm (วิษณุ เครืองาม) has asserted that the establishment of the Suvarnabhumi City was not a creation of a 77th province, but rather a special administrative zone.

Mr. Wisanu said the governing body for the special zone will be like Bangkok, which would involve a blend of local administration and provincial administration.

A central administrative committee will designate the policies and also have the power to appoint a governor that would act like a provincial governor. The committee will compose of election-appointed city councilors and a Suvarnabhumi City mayor, who will have greater decision-making power than the governor. The model is expected to be presented to the prime minister in November.

Deputy Prime Minister Wisanu said that while the law is being put under consideration, the area will remain under normal administration. Once the law becomes effective, administrations will under one entity, and not separated into sub-district administrations. The governor of the special administrative zone will be the coordinator between the administration and the government, to provide convenience in work administrations.

BANGKOK GOVERNOR DISAGREES WITH IDEA TO CUT PARTS OF BANGKOK TO NAKHORN SUVARNABHUMI

Bangkok Governor APIRAK KOSAYOTHIN (อภิรักษ์ โกษะโยธิน) said that the Bangkok Metropolitan Administrative (BMA) disagrees with the idea to establish a special administrative area, to be called Nakhon Suvarnabhumi, around the new Bangkok international airport, scheduled to open next year. Nakhon Suvarnabhumi will cover the surrounding areas of Bangkok namely Lad Krabang (ลาดกระบัง) and Pravet (ประเวศ).

Mr Apirak said that a city layout plan should be implemented rather than cutting portions of land from Bangkok to create another province. He also added that local people should have been told before any plans were launched that it would affect their living conditions.

The Bangkok Governor said that he has assigned the department of town and country planning to submit the plan to Bangkok officials to further discuss about the matter.

The folks out here (in Minburi, Chachoengsao, Samutprakarn, etc.) are about as connected to the unrest in the south as you or I are. And it's hardly corruption. Rama V gave individual families tens of thousands of plots of land out here when it was considered to be a land far far away (from Thonburi/Sampeng/etc.). And similar to the Thai Chinese, these Muslim Thais are often frugal and reluctant to sell real estate (whether in this lifetime, or as family assets over generations).

Rest assured that Southern Thailand, having recently had a PM from the South, has had a nice slice of the corruption pie for quite awhile. The biggy is the smuggling with the smuggling of cars and petrol atop the list. If any single group deserves to revolt due to economic discrimination it is the Isaan folks. Some of you might remember the "Green Isaan" campaign that raised millions of baht, yet not a single satang of that money ever heard a word of Lao spoken.

A PUBLIC HEARING CONCERNING THE NAKHON SUVARNABHUMI SPECIAL ADMINISTRATIVE ZONE WILL BE HELD BEFORE THE LOWER HOUSE CONSIDERS THE ISSUE

Prime Minister Thaksin Shinawatra has indicated that a public hearing concerning the establishment of Nakhon Suvarnabhumi (Suvarnabhumi city) as a special administrative zone will be conducted before the concerned law is presented to the House of Representatives.

The prime minister said that in principles, he wanted the area to be fast-developing, in order for it to concurrently develop along the growth of the capital. The area is also considered the heart of transportation which has to be linked to Laemchabang (แหลมฉบัง) and other places. Thus, the area needs a special attention, and the establishment of the area into a special administrative zone would ease the burden on the Bangkok Metropolitan Administration. The work is now in the phase of law drafting, before the law is discussed in a public hearing and sent to the House of Representatives. As for the period where there is currently no law regarding the zone, a transitory provision will be issued for accommodating the law.

Prime Minister Thaksin further said that 2 districts under the BMA will have to be transferred to the new administrative zone. As for the terms of members of the Bangkok Council and the House of Representatives responsible for the area, Mr. Thaksin said they will be able to stay until the end of their terms. The premier also remarked that the establishment of Nakhon Suvarnabhumi is not related to the new site for the Parliament, as no conclusion has yet been made in this matter.

DPM WISSANU SAYS THERE HAS YET TO BE CLEAR RESOLUTION ON WHETHER TO HAVE NAKHON SUVANABHUMI BECOME A PROVINCE OR A LOCAL ADMINISTRATION

Deputy Prime Minister WISSANU KREA_NGAM (วิษณุ เครืองาม) has indicated that there has not yet been clear resolution on whether to have Nakhon Suvarnabhumi become a province or a local administration.

Mr. WISSANU said the Interior Ministry, via its Department of Public Works and Town & Country Planning, Department of Provincial Administration, and Department of Local Administation, has been assigned to clarify the details of the law before the next presentation to the cabinet. As for the size of Nakhon Suvarnabhumi, it will consist of roughly 500 square kilometers comprising Lat Krabang (ลาดกระบัง) and Prawet (ประเวศ) Districts of the Bangkok Metropolitan Administration; and Bang Saothong(บางเสาธง) district branch and Bang Phlee(บางพลี) District of Samut Prakan Province. This will be the equivalent of Singapore and Phuket. Population will be around 300,000-500,000 people.

Mr. WISSANU said public opinion is required for this matter. As for the concern of the law not being able to take effect in time for the opening of the Suvarnabhumi Airport, Mr. WISSANU said the matter is irrelevant with the airport's opening, which can be done without waiting for the law.

As for the case where the Bangkok Metropolitan Administration has disagreed with putting its Prawet and Lat Krabang Districts into Nakhon Suvarnabhumi, the duputy prime minister said this issue required opinions from all sides, as well as the public, otherwise problems would follow.

The Poll is flawed.

Surely the new airport is outside Bangkok Mahankorn.

There is no reason to split the old city setup.

Just carve out a new province!!
