I would recommend, rent one first yourself and see if you like it....(before you buy!)

Not very often. I have been in the area over 8 years, and have seen major flooding once.

If there is flooding in that area, it will be at the Charoenprathet, Changklan and Chiang Mai - Lamphun Road, at the crossing and North towards Gymkhana golf. ( it happen once about 5 years ago).

Never at Riverside Condo itself as the place is higher than the Mengrai Bridge. Even Holiday Inn will never flood as the lowest part of the property (the parking) is still 3 meters above the road.

On the side towards the Holiday Inn, there is a bit of noise. The parking attendants at Holiday Inn love their whistles, and they blow them constantly all day and night. You will also hear the ambulances at Rajavej Hospital, but otherwise inside the building it is pretty dam_n quiet.
