Residents Along Chao Phraya River Banks Warned of Flash Flooding

The Irrigation Department has issued an official warning to people living along the Chao Phraya River to be cautious of flash flooding today.

The governor of Ayutthaya has declared disaster zones in 173 villages in three districts, including Phra Nakhon Si Ayutthaya, Bangpa-in and Bangsai.

Following several days of heavy rainfall, the province is facing flood run-off from the Chao Phraya, Noi, Pasak, and Lopburi Rivers.

Irrigation Department officials said that water from the Yom and Nan Rivers might cause the Ping River to rise.

The current levels are at 2,500 cubic meters per second which could cause flooding in Nakornsawan Province.

Consequently, the department is rushing to slow the current to 2,000 cubic meters per second.

Meanwhile, it is expected that water levels in Angthong and Ayutthaya provinces will continue to increase drastically.

Officials have warned residents along river to relocate to higher ground.

Artifacts Discovered in Surin Province

Various artifacts believed to have been produced in the early years of the current dynasty have been found in northeastern Surin Province.

A variety of ancient artifacts have been unearthed at a local road in Si Khoraphum District, Surin Province.

The artifacts include Buddha images, amulets, bangles, earthenware and more.

Museum experts believe that the was produced during the Chakkri Dynasty and estimate they are at least 200 years old.

The objects will be thoroughly inspected later to determine their exact age.

Local residents have been urged to avoid unearthing the area further until experts have had a chance to visit the site and conduct an archeological excavation.

Security guards will be stationed at the site to ensure the safety of the newly-discovered ancient artifacts.

Their Majesties Donate Cash to Private Injured on Mission

His Majesty the King and Her Majesty the Queen have graciously donated a sum of money to a private who lost one of his feet during a military mission near the Cambodian border in Sisaket province last week.

At a hospital in Nakon Ratchasima Province, Infantry Corps 6 Commanding General, Major General Chawalit Chunprasan, as a representative of His Majesty the King and Her Majesty the Queen, donated cash to a private who lost his right leg in a recent mission.

Private Kowit Tamun was seriously injured by an undetected bomb while he was on patrol in Sisaket Province on August 1.

The victim was first sent to a military hospital in the province before he was transferred to another hospital for treatment and rehabilitation.

THB to move 29.80-30.20 THB/USD this week

BANGKOK, 8 August 2011 (NNT) – Kasikorn Research Centre (KResearch) has estimated that the Thai baht this week (from 8 to 11 August 2011) will move in the range of 29.80-30.20 baht per US dollar with external factors as the major focus this week.

KResearch reported that the baht had been fluctuating last week as it appreciated in the beginning and the middle of the week similar to other Asian currencies while investors were selling US dollars to reduce risk after the US could increase its debt ceiling within the time frame of 2 August 2011.

The baht then became weakened amid concerns over the global economy and the Japanese intervention in its foreign exchange market, strengthening the US dollars later on. The baht closed at 29.84 per US dollar on Friday, compared with 29.82 baht per US dollar a week earlier.

As for this week, the baht is expected to move in the range of 29.80-30.20 baht per US dollar. No significant domestic factors affecting the baht trade should be monitored this week.

Meanwhile, external factors that should be focused are important economic figures from the US and the meeting outcome of the US central bank.

Pheu Thai: Cabinet line-up expected this Tue

BANGKOK, 8 August 2011 (NNT) – The Pheu Thai Party has expected that the new cabinet line-up led by incoming Prime Minister Yingluck Shinawatra can be submitted for royal endorsement on Tuesday while the policy statement of the party is almost 100% complete at present.

Pheu Thai Party Spokesperson Prompong Nopparit stated that Ms Yingluck will forge ahead with the operation to mitigate flood as the very first mission after she is royally endorsed the new prime minister because a lot of people are being affected by the deluge.

The spokesperson said it is very critical to speedily rehabilitate the affected people and their lodgings, and it will be good if the new cabinet can be appointed as fast as possible.

As for the new cabinet line-up, Mr Prompong said over 50% of the names are completed with no more change. He expected that after Ms Yingluck is royally endorsed today, the new cabinet line-up will be submitted for royal endorsement on Tuesday.

Regarding the policy statement which is being drafted and will be announced in Parliament, the spokesperson noted that it is almost 100% completed. He said coalition partners will be called to discuss and exchange opinions on the policy guideline, and measures to solve economic problems will be launched according to announced policy immediately.

Red-shirt Leader Optimistic about Representation in Cabinet

Korkaew revealed he has been supporting Nuttawut and Wang's participation in the cabinet adding that he wants to reform the constitutional amendment within 6 months to 1 year.

Pheu Thai Party-list MP and red-shirt leader Korkaew Pikulthong said that red-shirt MP-elects are responsible for reforming the Constitution and the justice system in Thailand.

However, the reform should start after the new government resolves economics issues, within six months to a year.

Korkaew is confident that members of the red-shirt group will be able to join the Cabinet.

In particular, Korkaew believes that Pheu Thai party-list MP Nuttawut Saikeue is the best suited for the Prime Minister's Office Minister seat.

Meanwhile, Korkaew said Weng Tojirakran, another party list MP, is also qualified to join the Cabinet as he has great knowledge and experience.

Thailand’s northern, northeastern provinces still flood-impacted

PHICHIT, Aug 8 – Floods triggered by tropical storm Nock-Ten on Monday continue to affect a number of provinces in Thailand’s north and northeastern regions.

In the lower northern province of Phichit, floodwaters have spread across much of Sam Ngam district, affecting about 500 dwellings after northern and forest run-off from Kamphaeng Phet flowed into the district.

However, provincial officials are unable to drain floodwaters to the Yom River due to its already reaching flood-stage.

Roads heading to some villages are cut off, and some elderly persons are suffering depression and stress.

In Tak province, Sam Ngao and Ban Tak districts remain submerged owing to incessant rainfall, northern run-off from Lampang and nearby forest run-off.

Makeshift flood prevention dykes built with sandbags and earth collapsed in Sam Ngao subdistrict, causing water to overflow into Sam Ngao municipality and other villages.

Emergency workers are helping the flood victims.

Meanwhile, the rising waters of the Chee River are overflowing its banks in the northeastern province of Roi Et.

To brace for possible floods, the provincial irrigation office has opened floodgates to sluice water while an emergency flood relief centre has been set up at Roi Et city hall.

In Sop Moei district of the northern province of Mae Hong Son, the district chief said officials have inspected Ban Sop Khong village, cut off from the outside world for a week. Access to the hard hit area was very difficult and a team of officials bringing relief supplies to local residents has stranded since Sunday. Another team travelled by boat to distribute necessities to the affected villagers.

Heavy duty pumps are being used to drain water from the flood zones, but the district chief said equipment is not available in some areas as flood zones are extensive.

In Phitsanulok, a school in Phrom Phiram district has been closed since Aug 1. Floodwaters at the school on Monday remained high, measuring about one metre deep. (MCOT online news)

ABAC Poll: Speculated cabinet members get majority supports

BANGKOK, 8 August 2011 (NNT) – Most of the speculated new cabinet members gain support from majority of the respondents participating in a recent survey by Assumption University Research Centre (ABAC Poll).

Pheu Thai Spokesperson Prompong Nopparit gets 60.8% in support to take care of public relations work. General Yutthasak Sasiprapha and Police Lieutenant General Chat Kuldilok get 57.9% and 57.6% respectively to take the Ministry of Defence and the Ministry of Justice.

As for security related posts, Pheu Thai Party Leader Yongyuth Wichaidit and Police General Pracha Promnok are supported to take care of the Ministry of Interior and the police respectively with 57.5% and 57.1% of votes respectively.

56.2% of the respondents support incumbent PTT President Prasert Bunsumpun to be the energy minister. Meanwhile, Mr Viroon Tejapaibul, Mr Olarn Chaipravat and Mr Kittirat Na Ranong are voted 53.9%, 53.6% and 49% respectively to take any economic posts in the cabinet.

Air Chief Marshal Sumeth Phomanee is encouraged to take the helm of the Ministry of Transport with 50.8% support while Mr Vikrom Koompirochana is thought to be responsible for Foreign Affairs with 50.2% support.

Asked for how long the new government should be allowed to work, 41% of the respondents want the new government to stay until it completes the term of administration.

Yingluck says her Cabinet list to be submitted to HM in two days

Prime Minister-designate Yingluck Shinawatra said Monday that her Cabinet list has been completed by 80 per cent and it will be ready to submitted for His Majesty's endorsement in two days.

She said the quota of coalition partners have been finished but more details have yet to be discussed on positions of Pheu Thai quota.

She said four or five outsiders will be appointed to her Cabinet.

Yingluck denies planning to sack police chief

Prime Minister-designate Yingluck Shinawatra Monday denied that her government would replace the current national police with a brother-in-law of former prime minister Thaksin Shinawatra.

Yingluck denied speculation that Pol Gen Priewphan Damapong would become the next police commissioner-general.

"I heard nothing about it and I've done anything related to police officers yet," Yingluck said.

She said if the current police chief could work under the new government's policies, he would not be transferred.

Abhisit says not yet justified to sack police chief

Former prime minister Abhisit Vejjajiva said Monday that it is not yet justified for the new government to change the national police chief.

Abhisit said Police Commissioner-General Pol Gen Wichien Phojphosri was still working with efficiency.

"If the new government wants to remove him, it must have a sound explanation," Abhisit said.

The Democrat Party leader is commenting on speculations that the Pheu Thai government would remove Wichief as the national police chief and replace him with Pol Gen Priewphan Damapong, a brother-in-law of former prime minister Thaksin Shinawatra.

The House Speaker has received the written royal endorsement for the appointment of Yingluck Shinawatra as prime minister. A ceremony is scheduled to take place on the seventh floor of the Pheu Thai headquarters to accept the appointment.

Bangkok Governor Inspects Anti-flood Measures

The Bangkok governor inspects anti-flood measures at a pier on the Chao Phraya River as the run-off from the flooding in the North is expected to reach the capital over the next few days.

Bangkok Governor Sukhumbhand Paribatra inspected the Bang Pho pier on the bank of the Chao Phraya River.

The area has no permanent dams but sandbags are being piled up around the pier to prevent flooding.

The run-off from flooding in the North and the Northeast is expected to reach Bangkok soon while high sea tide will increase the water level of the Chao Phraya River on Wednesday.

It is expected that the water level of the river will rise by two meters on Wednesday.

The governor assured that officials will be able to divert water into nearby canals within two hours so the river should not see an overflow that can cause flooding in communities along its banks.

Poll Lists Youths' Mother's Day Wishes

Bangkok Poll has conducted a survey among youths for the upcoming Mother's Day.

Most said if they were to have the prime minister as their mother, they hoped she is honest and hard working.

Bangkok University conducted a survey on youths for the Mother's Day on 1,060 respondents aged 15 to 25 in the Bangkok area.

When asked if they were to have the prime minister as their mother, 22.2 percent said they wanted her to be honest and to place the public's interest at heart.

The poll also showed that 16.7 percent wanted her to solve expensive goods prices while 15.7 percent hoped she would bring about national reconciliation.

Moreover, 44.9 percent of the respondents viewed that their role-model mother should be hard working, while 18.1 percent said she should spend her money wisely and 11.5 percent said she should be honest and have a high moral standard.

The respondents also made promises for the Mother's Day, in which 44.8 percent said they will be a good child, 34.1 percent said they will focus on their studies while 10.5 percent said they will take care of their mothers.

To keep up with the trend of rising goods prices, the poll asked what the youths would do to help their mother as she faced expensive goods prices.

The poll said 72.5 percent of the respondents would reduce their unnecessary spending, while 15.9 percent said they would find part-time jobs to help find more income for the family and six percent said they would start saving money to purchase their own personal items.

Lastly, the poll asked the youth's about their wishes for their mother, in which 54.8 percent hoped for good health, while 21.5 percent wished for longevity for their mothers, and 15 percent wished for happiness.

Top Democrat Holds New Govt Accountable for Action

A senior Democrat says he believes the new government can clarify a rumored plan to replace the current police chief with a close associate of ousted premier Thaksin Shinawatra.

Democrat MP for Surat Thani Suthep Thaugsuban said the new Cabinet line-up will become clearer tomorrow while declining to comment on the speculation that Pheu Thai, the core party of the upcoming government, will replace the present police chief Police General Wichien Podposri with his assistant Police General Priewpan Damapong.

Priewpan is the elder brother of Khunying Pojaman Na Pompejara, divorced wife of ousted premier Thaksin Shinawatra.

Suthep stated criticism on the reshuffle of the police chief should only be made once it really takes place, and he added he believed Pheu Thai can give clear explanation to the society.

Suthep remarked all parties should not be worried about the reshuffle as it may not happen.

Prime Minister Yingluck Shinawatra has affirmed she has no plans to appoint Priewpan as police chief given she has not considered any civil servant reshuffle yet.

Yingluck insisted she has no policy to carry out across-the-board reshuffle in public agencies, but said state officials must follow the government's policies.

Meanwhile, Suthep also said he is not surprised by the Revenue Department's plan lift its freeze of 11 billion baht in bank accounts held by Thaksin's children Panthongthae and Pinthongtha during the court's trial on their alleged tax evasion.

He stated the move plays into Thaksin's effort to reclaim his family's assets, but Thaksin should prove his wealth has been obtained through lawful means first.

Suthep remarked the public will not agree with any government's policy prone to benefit only its cronies.

Senate sets up panel to launch impeachment probe against Phakdee

The Senate Monday set up a special committee to launch an impeachment investigation against Phakdee Photisiri, a member of the National Anti-Corruption Commission.

Pheu Thai MP Anudit Nakhonthap and 130 other MPs filed a motion with the Senate speaker, seeking an impeachment against Phakdee.

The MPs alleged that a subcommittee headed by Phakdee had unfairly carried out a graft probe against former public health minister Sudarat Keyuraphan.

The MPs alleged that Phakdee also had conflict of interests in the probe because he used to be the permanent-secretary for Public Health.
