Even Nirun in Pattaya would be pushing it but I'd hardly call it 'good'.

There's plenty of studios in new developments advertised in Jomtien for 1 million Baht, but I suspect they are Thai name.

I think the OP is asking about renting......at least I hope he is !!

Even at 25,000 baht per month its on the low side for anything low/medium quality, let alone good, in BKK.
