I honestly don't know why the BBC doesn't offer up annual contracts to view their i-player service overseas, i'd happily pay xx pounds for a year’s access

About 6 months ago they were talking of releasing player so you can watch abroad for a fee of coarse but have heard no more about it

I use expat shield to download stuff from the iplayer, it isn't illegal and I've seen it posted on here previously so should be ok today. It is slow for live streaming though so might not be of use. I'll watch it live on TV as I have the True Platinum package, 500baht every 3mnths but I know I can't post how I get that!
