How early can you renew without losing any time?

The new Thai passport cannot be renewed, you must apply for a new one and it will have a valdity of 5 years.

Never heard of the remaining validity of the old Thai passport being added to the new Thai passport, but the Thai paspsort office is the best source of information.

For travel, the advise is to have at least 6 months validity left on the passport, because of entry requirements of other countries.
