Can anyone tell me if there is someone or some place who can give a certified valuation on a house.

I am putting this here as the house is in Chiangrai prov.

I thought that the lands dept. or the Amphoe could or would but it seems not.

You can get a valuation on the land at the land office. But as far as the house goes, its anyone guess. Perhaps a local estate agent is your best bet. Such as Lanna Realty.

I "googled" for hours and found a few, one guy said 5000Baht then changed to 25,000Baht when he smelt a falang !!!!

Lanna are local and will do it.

It is perhaps worthwhile understanding that the values set by the land office and the actual market value almost invariably differ by a considerable margin. (Don't tell anyone though as the contract of sale is written on the basis of the lesser of the two) .Having said that, banks or other financial institutions often will only accept land office valuations for mortgage purposes.

I still prefer the old saying here though..."If you can't afford to walk away from it, don't buy it, it will only lead to tears"
