Can I get a double entry visa to Thailand both in Vientiane and Penang?

I have received information saying it's possible as well as saying it's not possible.

Most people seem to agree that I can have a double entry visa in Vientiane.

But what about Penang? Can I get a double entry visa there? A Scandinavian guy told me he had got a double entry visa there without a problem. Is he correct or was his information not updated?

(I have already had a single entry 60 day tourist visa and extended it once).

Please don't post the same questions in multiple threads. It is counter productive
