Report Cockfight Scandal Costs Philippine Lawmaker Key Position

Nicanor Briones of the AGAP party-list has lost his seat in the Commission on Appointments (CA) following a viral video showing him allegedly watching a cockfight during a House session. The footage sparked outrage and led to swift political action. Briones was previously set to represent the minority bloc on the CA, a prestigious 12-member body tasked with confirming presidential appointments. However, due to the controversy, he has been replaced by Rep. Allan Ty from the LPGMA party-list. The CA position comes with notable perks, including additional funding for representatives, extra office space, and increased personnel allowances. Losing this role marks a significant setback for Briones. The scandal broke when Briones and fellow opposition member, APEC party-list Rep. Sergio Dagooc, were filmed during a session on their smartphones. Briones was seen watching a cockfight, while Dagooc played digital billiards. The video spread quickly on social media, prompting immediate backlash. Briones admitted he was the individual in the footage but firmly denied any involvement with "e-sabong", an online gambling platform. He clarified that he had received an invitation from a relative to sponsor a traditional cockfight. "My conscience is clear," Briones stated. "I don’t engage in cockfights or online gambling. This is fake news. I don’t even have GCash or any online money transfer apps." Briones suggested the incident could be an attempt to sabotage him due to his opposition to smugglers, a stance he has been publicly vocal about. Despite the scandal, he apologised to both the House of Representatives and the public for his actions, describing the viral video as a violation of privacy laws. In the wake of this controversy, Mamamayang Liberal party-list Rep. Leila de Lima renewed her call for a ban on all forms of online gambling. She cited the growing harm and familial destruction caused by such activities. De Lima expressed frustration over the issue being ignored in President Marcos' recent State of the Nation Address. De Lima has proposed House Bill No. 2129, the “Anti-Online or E-Gambling Act”, which aims to prohibit all online gambling platforms and related activities. The bill seeks to outlaw the establishment and operation of online gambling operations, as well as the promotion and financial transactions associated with them. Addressing concerns that a ban might drive the industry underground, De Lima assured that her measure includes provisions for a comprehensive crackdown on illegal online gambling, akin to the government's previous actions against offshore gaming operators. Meanwhile, the Catholic Bishops’ Conference of the Philippines (CBCP), represented by Kalookan Cardinal Pablo Virgilio David, has voiced moral concerns over gambling. He criticised the government’s involvement, asserting that it should not profit from such vices. This response follows communications from the Philippine Amusement and Gaming Corp. Chairman, who highlighted safeguards intended to protect the public from illegal gambling. As the scandal unfolds, the incident underscores the broader debate on gambling in the Philippines and raises critical questions about ethics in political conduct. I’ll never forget my SSA letter last year. We had heavy rain the week before and the day it arrived. The letter got wet in the mailbox. The barcode got smudged. So I called SS to report it. The agent assured me it was OK, just fill it in, include a note about the bar code smudge. So I sent it back. Three month later, I got a “last chance letter”, since I failed to return the first one. Always check your bar code for smudges. -
