Can't Access Secure Website From Tot/true

I'm trying to resolve a problem accessing the website at

https://secure.tricare-overseas.com/apps-portal/tricareapps-app/static/signin.htm

It's the secure website that provides for the insurance of US military and military retirees. I cannot access the website from my desktop/kindle fire that uses TOT as a provider. I was able to access the website about a year ago using my TOT line......then didn't have the need until the past month or two, but now cannot access it with my TOT line

I can access the website using my Kindle Fire and a 3BB provider.

I spoke with an engineer at TOT and he was also unable to access the website using his workplace TOT line or his True smartphone line. The engineer told me (10 days ago) that he would try to resolve the problem by speaking with the head honchos at TOT-Bangkok.....I haven't heard back....and I still can't access the website.

I'm using Windows 7, Microsoft Essentials, Opera/IE9/Chrome (as necessary). All 3 browsers yield the same result

I'd like to know:

Is this a TOT/True problem or a problem with tricare-overseas? Or possibly both?

How do I go about getting such a problem resolved?

Any/all assistance appreciated.

The site opens and works fine on my True plan, with or without the proxy setting. I use the Tricare site frequently and checked again just before posting this reply...the login screen pulled up no problem. It's most likely a TOT problem. If you had a VPN service, like SrongVPN, you could probably reach it no problem.

Back in late 2011, I couldn't reach the secure U.S. Embassy ACS web site to make appointment nor could I even reach the public Social Security web site on my True DOCSIS (cable) plan. But folks who were on True ADSL could reach the sites no problem. I had just switched from TOT to True and had no problem reaching the sites. I also could reach the sites if using my VPN service or through the True proxy. Had this issue for about 6 months and according to posts other folks were having the problem also. Then the problem just went away.

I have the same problem with Social Security, and Cambodian domains ending in .kr, as well as Vietnam ones ending in .vn.

The only solution that is 100% effective for me is a VPN, which is not free, but has the added benefit of appearing to locate you in the US, or UK, your choice.

I believe the problem is one of corrupted or incomplete routing info at the various ISPs' locations.

I have True H and accessed it straight away via the link you provided.

The login screen pulled up no problem, across Firefox and Chrome.

Since I can't edit my earlier post above and before someone posts "just use Google DNS or OpenDNS"...tried that...didn't help in accessing the sites...went back to the True DNS since it benchmarked out faster and just as reliable as Googe DNS and OpenDNS. Using a DNS server other than the default DNS servers of my ISP (whether it was True, TOT, or JINET) has never helped me with accessing certain sites or speeding-up surfing...but that just been my experience...I have no doubt it has truly helped some.

Works on TOT up north, but not on TOT in Udon. That's interesting!

Before I head over to TOT again, I'd like to know:

Are the odds in favor of this being a TOT provider problem or in favor of a tricare server problem?

I have been experiencing a similar problem with TOT. I can log in to my bank account ,look at my savings and checking. post mail, and also check alerts but when i click on Bill Pay icon it takes awhile then its says webpage not available and this happens with 3 different web browsers. I was able to connect using a different provider at a internet cafe computer,but I rather be able to do it through my IP provider(tot), at my apartment. Please! Any advise

Get a VPN account with someone like StrongVPN for around $55/year....super easy to setup...then you pretty much forget about it and use it when required. Accessing a home country web site could very speed-up your surfing/navigating of those secure web sites when logged in and allow access to the front door of the web site like the OP's issue. Also allow you to view certain streaming video/TV web sites in the home country. And I have noticed plenty of occasions where I'm just doing routine surfing to say newspapers web sites in the home country (US) and the surfing is slow/not normal; but I turn on my VPN connection and the surfing speeds up to normal. In my opinion having a VPN account is pretty much a necessity when living outside of you home country in order to reach all the web sites in your home country from overseas....sure helps to reduce web site access issues.

If ALL else fails, I might consider a VPN account, but for now, I'd like to know......where is the problem? At tricare or at TOT or at both?

Since the Tricare web site receives connections from all over the world...probably from about every country and using hundreds of different internet providers like TOT, True, 3BB, etc (since military retirees live all over creation), if there was a Tricare web site problem I expect thousands of people would be contacting them and a fix would occur quick. Usually when a web site decides to block a certain country's IP access it would block the entire country since IP addresses have country/region-specific numbering in them...but Tricare ain't going to block its website since it must serve people assigned/living all over Earth. So far the responses indicate only some people on TOT have the issue...so TOT as a whole is not blocked...and as mention I have no problem on True.

Good luck...I know it can be frustrating, but a VPN account can eliminate such frustrations and is pretty cheap per year...and super easy to use. I'd rather not have to spend a penny on a VPN account, but in living outside the U.S. I found I need one in order to access all the sites I want to access.
