Deal to build 396 new police stations was collusion, DSI chief says

BANGKOK: -- The Department of Special Investigation (DSI) has collected enough evidence to support a collusion case in regard to the bidding to build 396 new police stations countrywide, director-general Tarit Pengdith said yesterday.

The probe report would be forwarded to the National Anti-Corruption Commission soon for prosecution, as the DSI had no jurisdiction over political office holders, he said.

The report would also be submitted to police to determine if the winning contractor would be indicted on fraud charges, he said.

Lead investigator Thanin Prempree said his panel would meet on Wednesday to spell out the charges for those involved in the alleged bid-rigging to be used as the basis for the NACC's review.

Thawan Mangkang, another investigator, said he expected to summon the building company, which was required to construct all the new stations, to explain why it had hired subcontractors to do its work.

If the company could not defend its practice, there could be a separate case for unauthorised outsourcing, he said.

DSI sources said that before completing the case report, Tarit and the investigators would likely decide whether to single out just the politicians involved or also name certain top police officers as suspects.

Wow! This comes as a big surprise. And they are expecting to "summon" and if the company couldn't defend its practice "there could be a separate case for unauthorized outsourcing." Now this really is shocking. Right under our noses and the noses of the newspaper. How could this happen in Thailand?

So out of these 396 new stations, how many were to be built specifically for the creation of all the new inactive posts they require, for all the BIB caught with thier hands in the cookie jar?

For the DSI to reach such a conclusion so fast the collusion/corruption must have been blatant.

An investigation into corrupt politicians and police officers at senior level.

With his experience in both areas surely this is a chance for Chalerm to be put to some use for once.

When such a large contract is issued covering construction in many provinces, I would EXPECT sub-contracting. Why should it be a problem?

expecting one company to do this all nationwide is impossible.

As for even trying to set this up on a national basis was idiotic.

So what DO they have jurisdiction over when it is blatantly obvious politicians are involved in this scam? And why should politicians have any immunity at all?

And further, why then did Tarit talk about interrogating Abhisit and Suthep.?

And surely there is a government policy somewhere dictating that:

- Government contracts should provide work opportunities for a number of contractors?

- Where feasable such contracts should provide work for local business enterprises?

It amazes me that no one wants to mention the Paiboon company at the centre of this scandal. Since Thaksin came to power in 2000 this company has been awarded nearly 2.5 billion dollars of government contracts. So it would be fair to guess that, what with being near Chiang Mai, Thaksin got the company in the game. Also on this forum I see that the owner was a friend of Newin Chidchob, who until the infamous telephone conversation with Thaksin prior to deserting and forming a coalition with the DEms "its all over boss" was a great friend of Thaksins.

It would appear that somewhere in this that Paoboon kept friendly with Chidchob and betrayed Thaksin because he kept securing gov contracts under the Dems. Its notwise to betray Mr Thaksin, or finance coup againsthim, because as demonstrated recently he will get his pound of flesh. Keep your eyes peeled for more legal action against certain individuals but try to look behind the story. Thaksins on the attack and I for one am glad I did not betray him

So more than a hint that political office holders will soon be named, you could safely bet it wont be any of PT so is this a continuation of the 'non mudslinging' the lady told us she wouldn't do in relation to the BKK elections?

What an opportune time to name those who they have already questioned in the hope that it will play into the hands of the PT candidate.
