webfact Posted February 24, 2013 Posted February 24, 2013 Deal to build 396 new police stations was collusion, DSI chief saysThe NationBANGKOK: -- The Department of Special Investigation (DSI) has collected enough evidence to support a collusion case in regard to the bidding to build 396 new police stations countrywide, director-general Tarit Pengdith said yesterday. The probe report would be forwarded to the National Anti-Corruption Commission soon for prosecution, as the DSI had no jurisdiction over political office holders, he said. The report would also be submitted to police to determine if the winning contractor would be indicted on fraud charges, he said.Lead investigator Thanin Prempree said his panel would meet on Wednesday to spell out the charges for those involved in the alleged bid-rigging to be used as the basis for the NACC's review.Thawan Mangkang, another investigator, said he expected to summon the building company, which was required to construct all the new stations, to explain why it had hired subcontractors to do its work.If the company could not defend its practice, there could be a separate case for unauthorised outsourcing, he said.DSI sources said that before completing the case report, Tarit and the investigators would likely decide whether to single out just the politicians involved or also name certain top police officers as suspects.-- The Nation 2013-02-25 1
Popular Post TomTao Posted February 25, 2013 Popular Post Posted February 25, 2013 'The probe report would be forwarded to the National Anti-Corruption Commission soon for prosecution, as the DSI had no jurisdiction over political office holders, he said.' If the DSI has no jurisdiction over political office holders, why then have they been going after political office holders, has the DSI overstepped it's authority in other matters where political office holders have been accused? Going on the above statement, I think the answer would be yes. 8
Bluespunk Posted February 25, 2013 Posted February 25, 2013 The probe report would be forwarded to the National Anti-Corruption Commission soon for prosecution, as the DSI had no jurisdiction over political office holders, he said. Unless they are opponents of PT that is. 1

noitom Posted February 25, 2013 Posted February 25, 2013 Wow! This comes as a big surprise. And they are expecting to "summon" and if the company couldn't defend its practice "there could be a separate case for unauthorized outsourcing." Now this really is shocking. Right under our noses and the noses of the newspaper. How could this happen in Thailand?
Buchholz Posted February 25, 2013 Posted February 25, 2013 The report would also be submitted to police to determine if the winning contractor would be indicted on fraud charges, he said. Will the police also be determining if the police involved up to their eyeballs will also be indicted? . 2
chooka Posted February 25, 2013 Posted February 25, 2013 (edited) So out of these 396 new stations, how many were to be built specifically for the creation of all the new inactive posts they require, for all the BIB caught with thier hands in the cookie jar? Edited February 25, 2013 by chooka 2
chainarong Posted February 25, 2013 Posted February 25, 2013 Thats the story this week, like a beauty queen, it will change with age 1
NongKhaiKid Posted February 25, 2013 Posted February 25, 2013 Skocking. GASP. Exactly, it is slanderous and inconceivable. Collusion and corruption in Thailand, please don't take us for idiots
Popular Post OzMick Posted February 25, 2013 Popular Post Posted February 25, 2013 The report would also be submitted to police to determine if the winning contractor would be indicted on fraud charges, he said. Will the police also be determining if the police involved up to their eyeballs will also be indicted? . Well we can be sure that certain police officers will never be indicted. Once you don the teflon cloak of PTP membership, you become bullet proof. 3
Thai at Heart Posted February 25, 2013 Posted February 25, 2013 Collusion on what? The price? The timing of construction?
Pib Posted February 25, 2013 Posted February 25, 2013 (edited) Gosh, on this issue, I never expected to see such a headline. For the DSI to reach such a conclusion so fast the collusion/corruption must have been blatant. Edited February 25, 2013 by Pib
Popular Post OzMick Posted February 25, 2013 Popular Post Posted February 25, 2013 (edited) When such a large contract is issued covering construction in many provinces, I would EXPECT sub-contracting. Why should it be a problem? Edited February 25, 2013 by OzMick 3
bigbamboo Posted February 25, 2013 Posted February 25, 2013 An investigation into corrupt politicians and police officers at senior level. With his experience in both areas surely this is a chance for Chalerm to be put to some use for once.
Thai at Heart Posted February 25, 2013 Posted February 25, 2013 When such a large contract is issued covering construction in many provinces, I would EXPECT sub-contracting. Why should it be a problem? expecting one company to do this all nationwide is impossible. As for even trying to set this up on a national basis was idiotic. 2
EyesWideOpen Posted February 25, 2013 Posted February 25, 2013 (edited) And some people on this board wonder why the the police are bashed on a continuous basis. "....or also name certain top police officers as suspects" Defense by Beetlejuice please ??? Edited February 25, 2013 by EyesWideOpen 1

Why should it be a problem? expecting one company to do this all nationwide is impossible. As for even trying to set this up on a national basis was idiotic. And surely there is a government policy somewhere dictating that: - Government contracts should provide work opportunities for a number of contractors? - Where feasable such contracts should provide work for local business enterprises?
scorecard Posted February 25, 2013 Posted February 25, 2013 An investigation into corrupt politicians and police officers at senior level. Now that evidently the investigation has revealed the real people involved, all of a sudden there is an about face. 3

Popular Post billd766 Posted February 25, 2013 Popular Post Posted February 25, 2013 Nothing will happen until after the election and, win or lose, NOTHING will happen to Pongsapat or the National Police chief. There are too many other important people in the chain for any serious police action. 3
redroo Posted February 25, 2013 Posted February 25, 2013 how could anybody have over looked the number 396 !?! https://www.google.co.th/search?q=396+engine&hl=en&biw=1019&bih=531&tbm=isch&tbo=u&source=univ&sa=X&ei=GwQrUf-2BKLpygHdsYHYAQ&ved=0CC0QsAQ or maybe some thai official living on the east coast of he U states.
backtonormal Posted February 25, 2013 Posted February 25, 2013 It amazes me that no one wants to mention the Paiboon company at the centre of this scandal. Since Thaksin came to power in 2000 this company has been awarded nearly 2.5 billion dollars of government contracts. So it would be fair to guess that, what with being near Chiang Mai, Thaksin got the company in the game. Also on this forum I see that the owner was a friend of Newin Chidchob, who until the infamous telephone conversation with Thaksin prior to deserting and forming a coalition with the DEms "its all over boss" was a great friend of Thaksins. It would appear that somewhere in this that Paoboon kept friendly with Chidchob and betrayed Thaksin because he kept securing gov contracts under the Dems. Its notwise to betray Mr Thaksin, or finance coup againsthim, because as demonstrated recently he will get his pound of flesh. Keep your eyes peeled for more legal action against certain individuals but try to look behind the story. Thaksins on the attack and I for one am glad I did not betray him
drdoom6996 Posted February 25, 2013 Posted February 25, 2013 TIT=Life is collusion here. Now who got the money?
Robby nz Posted February 25, 2013 Posted February 25, 2013 The probe report would be forwarded to the National Anti-Corruption Commission soon for prosecution, as the DSI had no jurisdiction over political office holders, he said. So more than a hint that political office holders will soon be named, you could safely bet it wont be any of PT so is this a continuation of the 'non mudslinging' the lady told us she wouldn't do in relation to the BKK elections? What an opportune time to name those who they have already questioned in the hope that it will play into the hands of the PT candidate.
rubl Posted February 25, 2013 Posted February 25, 2013 Collusion, politicians. Police officers were duped in a blatant scam. To be fair honest people are sometimes a bit naive
