I guess places that sell whey protein would be the best bet.

There are numerous places you can order what you're looking for, paying probably less than half of what you would at GNC. Where are you and what sort of quantity are you looking for ? Also, do you have any particular brand preference ?

I'm in Bangkok, just after a months supply or so to being with. Not sure about brands to be honest. Might get some sent over from overseas after looking at the GNC prices. Powder would be preferable I think.
